Kim Muller

Senior Associate

Kim Muller is an Arroyo Research Services Associate and provides project management, grant and contract proposal/budget development, and editing support. For our clients, Ms. Muller also consults on organizational development and funding strategies. Prior to joining Arroyo, she worked for 26 years in various professional capacities within the State University of New York (SUNY) system. Ms. Muller served for eight years as the Director for ESCORT, a nationally-recognized  educational technical assistance and professional development organization, where she provided leadership, administration and oversight of $3-4 million annual federal- and state-funded program operations. For nineteen years prior, she served as Director for SUNY Oneonta’s Offices of Sponsored Programs and Grants Development and was a key collaborator in developing the college’s successful external funding operations. Her work focused on developing contract/grant proposals and budgets, deploying resources to meet project deliverables, analyzing organizational systems to improve effectiveness, and developing strategic partnerships to enhance research and external funding. During her tenure, SUNY Oneonta was consistently in the top three state university system four-year colleges in total dollars awarded through grants from organizations including the National Science Foundation, National Institutes of Health, U.S. Department of Education, and other federal and state agencies and private foundations.

Ms. Muller also has executive and legislative experience as former Mayor of the City of Oneonta, New York, and a member of the Otsego County Board of Representatives.  As the City’s chief executive, Muller established a collaborative governing approach engaging stakeholders to address community socio-economic challenges, successfully garnering millions of dollars from public and private sources for diverse municipal projects such as the redevelopment of Damaschke Field, Foothills Performing Arts Center, and numerous downtown revitalization projects. Prior to joining the university, Ms. Muller was a geologist with the US Geological Survey in Washington, DC.
